>> breaking news, residents are being asked to health nerve place in tullytown boro until police can get the situation under control. >> also, watching the ice this morning, of course, yesterday's slush happening, as well. want to get back to the breaking news there is came at terrible time people preparing to head out to work and school. >> "eyewitness news" reporter justin finch standing by near the scene where police are keeping people at a safe distance from that stand-off location. justin? >> reporter: ukee, that's right. good morning, at this point it does not appear police have made contact with that suspect at this time. we're about 300 yards or so from the scene there at mike's gun shop. that's way right across the street here across the parkway from where we are at the 232 levittown pike, where that place is located there. now, at this point, that lock-down remains in place because there are so many unknowns at this time. we don't know if the man is armed, don't nobody if perhaps more than one suspect on the rooftop at this time. now, this all came in, this morning, as a burglary call to

tullytown boro police, at about 2:00 a.m. they responded and found evidence of a break-in, stemming from the rooftop that far gun shop. and they responded as such. when they got word that perhaps that man was on the roof parameters set up in the area big one here, at the levittown shopping center, where they are keeping watch of that scene also, trying to block traffic and possible escape for the man who might be on that roof this morning. that shelter in place came in effect, short order, so far we did speak to the chief of police here in tullytown here's what he has to say about how long that lock-down could be in place. take a listen. >> ing it going to affect the morning coming youth depending how long this takes it is going to be whether or not we make a decision on the local schools notifying them, traffic detours this is levittown parkway's a pretty busy area in the morning. >> so, as you can see, this morning, not much activity on the parkway. but in due time. that will likely change, as

more of us wake up in the area, going to work and school, expect delays across the parkway until this person is caught. at this hour, we know emergency response teams are using pa systems to reach out to the person, on the roof of that gun shop. but, so far, they have not heard a response yet. and hopefully once they get eyes above the scene or sunlight breaks out here have better look of who err they are dealing with and what they need to do capture him or who ever is on that rooftop. live here in tullytown boro, justin finch cbs-3 "eyewitness news". >> justin, thank you. right now coming up on 5:33, let's check in with kate toy get traffic and weather together. >> this morning marking the arrival and passage of another frontal boundery will send us back to the arctic freeze. so we have to wore bit refreezing that will take place as a result of that, after we have nice little brief respit, from the arctic air, yesterday. we had chance to see some of the snow melt away, now, as a result of more cold air coming in. you know it will happen. any puddles left, just have a

chance to refreeze. now, we actually have little hint of snowy weather for you out there right now indicated on storm scan3. back through northwestern chester county, western montgomery, seeing some of that, let me know, if some of those flakes are flying in your neighborhood. but, this is obviously just one little patch. so essentially going to be the exception rather than the norm, you ends up with any snowflakes out there. don't be surprised if you see them. meanwhile more than anything, i think you got to wore bit fact these temperatures are gradually declining. that will lead to the ice that may be out there if it looks like puddle, expect that it is to probably is re-frozen, you know, puddle from what we saw yesterday in the snow melt. currently at 34 degrees at the airport, but starting to see those temperatures decline around the rest of the region. into the 20's, in reading allentown, wilmington, millville. that will continue region wide with time here as the day progresses notice, what happens, you're going the wrong way here on the thermometer. those readings actually start to decline, should ends up in the teens later this afternoon, by later tonight

skies completely clear. bottom out even more so. meantime we expect to for the morning drive anyway see those highs or i should say temperatures tours mid mid three's, that's the high for the day gradually drop to the 20's by the end of the typical morning rush. jess? >> thanks, katie. yes, good morning. dealing with difficult situation here in bucks county, where we do have police stand-off. that's been going on for quite some time. involving a road closure now out in tullytown so levittown parkway, closed at route 13, due to this police activity on the scene of this stand-off. you want to takenly road or new falls road to get on by that for the time being. generally, just use caution around the entire area, as well. over on the vine street expressway, right around 24th street, everything moving along just fine, westbound lanes headed toward the schuylkill, moving along just with little bit more volume than the eastbound lanes as well. over on the ben franklin bridge, everything moving great there, too, so far. all lanes open headed into philly currently no problems, but on the rest of the area bridges, we are dealing with some speed restrictions, due to icy conditions.

so the burlington bristol down to 25, tac-pal down to 25 miles per hour, speed restrictions as well. northeast extension southbound an accident between quakertown and lansdale. and over in new jersey, red lion road, red road, another crash pushed over to the shoulder there. otherwise mass transit great alternate. septa, new jersey transit and patco speed line running with no delays. >> yesterday's slush is this morning's ice. that will could cause some trouble for your morning column youth. "eyewitness news" reporter jan carabeo joins us now out in that cbs-3 mobile weather lab with a look at the roads good morning. >> erika, good morning coming to you live right now from sixth avenue in folsome. where the roads are hit or miss, i should say some are worse than other. take a look at what we've got in front every us, one of the side streets here, looks like a lot of snow on the side of the street, a lot of the ice on the side, then sometimes you'll come into some wet patches of course with us hovering around the freezing mark here at 32 degrees, according to the cbs-3

weather, mobile weather lab we can run into some patches of aisles, and that's what we're seeing in front every us right now that gloss that sheen, over the road, very slippery, at times. soap folks really have to pay attention to what they are doing today. definitely will vary from place to place, but right here in folsome see a lot of melt, that of course, has refroze end. a lot of these side streets that we're running into right now are very well treated, a lot of salt on the street. but with so much of this snow on the side, and in the parking area, and that water can runoff into the street. soap definately want to pay very close attention this morning. we've been all around, just came from south philly, south philly wasn't looking too bad. much worse in fairmount section of philadelphia, so it depends on how many plows got out to get all of that slush off the road. and any slush that remained, as katie has been saying, just refroze, making lots of ice in the fairmount neighborhood this morning. so we're continuing to go around, you can see this part of folsome, not looking too bad. it is really just hit or miss on these side streets. we're going to continue to

families and job creators can succeed. and, new jersey governor chris christie is getting ready to unveil his budget plan for the garden state. he'll layout his sixth budget tomorrow during speech before the legislature. some of the big issues christy has to deal with are the state's struggling pension and transportation funds and his proposals will also be closely watched across the country as he considers running for president next year. penn state university raises more than 13 millions for pediatric cancer this weekend. it is all part of a year-long fundraising effort, capped off by a 46-hour dance marathon called thon. unfortunately there is year's thon totals fell little short of last year's record, still $13,026,653 were raised and participants were so proud to take part. >> amaze that we raise millions of dollars for the families, but half of that is the emotional support as well. >> nicely done. since 1977, thon has raised more than $114 million for

police are keeping news crews at safe distance, they try to contact burglary suspect on the roof of mike's gun shop, levittown parkway in tullytown. residents running asked to remain indoors in that area until police give the all-clear. also investigators say that melting snow could have shorted out cables and triggered last night's underground explosion in center city. repairs crews will be on the scene today near 15th and locust streets. a somalia terror group calling foray tax on america's shopping malls and law

enforcement across the country is on high alert. there have been no specific threats, but the terror group is the same one behind a deadly siege at a mall in kenya last year. just past 5:43, while traffic and weather together. first, aftermath of ice storm that slammed tennessee. more than 20 people dead, most after losing power. at one point yesterday, 44,000 people did not have electricity. some residents had to cut up trees that were brought down by the weight of that ice. so katie when you say dangerously cold, this is the type of situation that we could be seeing? >> certainly, we don't have to deal with the ice thank goodness, i don't think we have to worry about any power outages, from what we've got coming up. certainly the cold that's out there, make sure your heater's working, have all of that ready to go. currently not too bad outside. that's going to change, however. we start you way up toward the pocono region with keith's observation. he sent in just some clouds right now sailors berg,

28 degrees his comment makes sense here, you know, the temperature, crazy to think that 28 degrees isn't that bad. but, the winds is starting to kick in, he said, from the northwest, so going to feel that much colder. we zoom it on down here, take you little closer to the urban corridor. 32 degrees was sent in to us from ron. he's in riverside here. thirty-two, not terrible, pretty modest breeze for us right now those temperatures will continue to decline. 31 degrees also sent in from us from john, he's also got nothing more than hands full of clouds and glasco where he is situated. now, we show you storm scan3 this nice wide zoom. you can actually see we talked about the ice in tennessee all that's left at this point is generally some cloud cover across tennessee. but this is frontal boundery that's going to be responsible for not only bringing in the precipitation down south but also for dragging in fresh batch of arctic cold to our area. so what it means for us basically is that you might see quick flurry out there this morning, that's the exception rather than the norm, more than anything notice, we just showed you temperatures into the 30's, but our high, mid-day is in the 20's. so these are temperatures that

are declining with time. and it will feel that much colder once the wind kicks in. still stuck in the arctic chill tomorrow. the respit comes at least for the middle part of the week. 38 degrees for you there. there will be a disturbance to the north though, so certainly few more clouds possibly snow shower north. then just stuck in the chill yet again. by sunday, meteorological spring is beginning, we do have a chance for wet weather but right now it looks like it, would be too warm for anything but rain. jess, over to you. >> thanks, katie. good morning everybody pretty quiet so far. pretty average monday morning, but we do have a situation out in bucks county, in tullytown levittown parkway, closed at route 13 due to police stand-off. so a lot of police activity in the area. we want you to use caution around the entire area, as well. not just around this point of levittown parkway. but takenly road, new falls road to get on by that scene for the time being. over on the schuylkill expressway around 202 everything moving along still just fine. but starting to see some volume headed eastbound toward the center city area. ninety-five, right around cottman avenue, this is where we start to see some of this

>> stand-off underway at a bucks county gun shop. >> out to justin finch live at the scene in tullytown with the very latest information. justin good morning. >> reporter: erika, ukee good morning, yes the focus now at this point is on the rooftop of mike's gun shop. that's where tullytown boro police believe that suspect, or suspect are holdup on that rooftop. and are possibly armed. that's about 300 yards from where we are at this point. 232 levittown parkway. now, about 2:00 this morning police say they got a call of a break-in, at that gun shop, and they arrived to find evidence of a break-in, and also evidence perhaps the suspect made his way in from the rooftop. at this point again unclear if he is armed or if there is more than one person up there. so police very quickly set up a
